(Chicago = Won Jeong) Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) officially launched the Driver Resource Center (DRC) on July 27, providing vital education, legal support, and outreach to Chicago’s licensed public chauffeurs, including taxi, limousine, pedicab, and ride-hail drivers.

The Driver Resource Center aims to empower public chauffeurs by offering resources that help them understand and exercise their rights amid a rapidly evolving transportation industry. The People’s Lobby Education Institute was selected through a competitive bidding process to operate the center, delivering direct legal representation, educational programs, and community outreach tailored to the diverse needs of Chicago’s drivers.

Public chauffeurs covered by the DRC include those licensed to operate taxis, limousines, low-speed electric personal passenger vehicles (PPVs), sightseeing vehicles, pedicabs, and ride-hail services. The inclusion of ride-hail drivers marks a significant step in extending protections and support to workers adapting to new technology and industry shifts.

Mayor Johnson emphasized Chicago’s commitment to advancing workers’ rights, stating, “The Driver Resource Center is now a reality, ensuring public chauffeurs have access to critical resources, education, and support. Partnering with a trusted community-based organization allows us to provide culturally and linguistically responsive services to the drivers who keep our city moving.”

BACP Commissioner Ivan Capifali highlighted the essential role public chauffeurs play in Chicago’s transportation network and economy. “With the Driver Resource Center, we are strengthening our commitment to equip drivers with the tools, information, and support they need to succeed and understand their rights,” he said.

Lori Simmons, Lead Rideshare Organizer at the People’s Lobby Education Institute, expressed enthusiasm for the partnership: “We are excited to offer ‘know your rights’ training to Chicago’s public chauffeurs. Our goal is to empower workers to build community and become effective self-advocates in an ever-changing industry.”

The DRC will assist drivers in navigating legal challenges and connect them with appropriate government agencies and legal aid providers. This initiative is expected to enhance drivers’ legal protections and increase awareness of their labor rights.

In a related move to support public chauffeurs, Chicago raised taxi fare rates on July 1 for the first time in a decade, addressing rising living and operational costs. This fare adjustment aims to improve drivers’ livelihoods and service quality. More information is available at Chicago.gov/RideSmart.

The launch of the Driver Resource Center marks a significant milestone in Chicago’s efforts to protect worker rights and promote sustainable growth within the city’s transportation sector.
